Pôle emploi is now scrutinizing your life insurance: how will the control of the unemployed take place?

A decree published in the Official Journal on Sunday March 27 and which came into force on Monday March 28 indicates that the agents of the public body now have the possibility of consult the data of the national file of capitalization and life insurance contracts (Ficovie)indicated Capital city.

What is the purpose of this measure?

What is the Ficovie file?

Managed by the General Directorate of Public Finance (DGFiP), the Ficovie database lists all the capitalization and life insurance contracts taken out with insurance organizations established in France. They are also required to declare, each year, contracts in progress whose value is equal to or greater than 7,500 euros on 1 January.

The Ficovie database thus contains the identification data of subscribers, policyholders and beneficiaries of contracts as well as financial information relating to these contracts on January 1 of each year and, with regard only to life insurance contracts, to the distribution of the sums between the beneficiaries following the death of the insured.

Concretely, who will have access to this file?

In view of “the personal nature of the data listed in this file”, “access is reserved for individually designated and specially authorized agents“by the director general of Pôle emploi, specifies the decree published this Sunday.

In detail, are concerned:

  • tax and customs officials,
  • officers of the judicial police, the national police and the national gendarmerie, within the framework of judicial investigations,
  • notaries for the settlement of an estate,
  • and from now on, certain agents of Pôle emploi, stipulate Family Folder on its website.

A forthcoming decree could extend the prerogatives of the employment agency even further, by allowing it to check the authenticity of the documents provided by recipients to private entities such as energy suppliers and telephone operators, informed MoneyVox.
